FTE Feedback on RNE Webinar “Stakeholders’ Priority Topics from the European Framework for Capacity Management (EFCM)”
The present position paper sets out FTE’s views on the topics discussed during the RNE webinar “Stakeholders’ Priority Topics from the European Framework for Capacity Management (EFCM)”, organised by RNE on 10 September 2026. FTE outlines the key requirements for a practical, transparent and market-oriented implementation of EFCM.
Key requirements:
- Ensure planning certainty through stable and predictable capacity rights, including protected anchor points, offering paths instead of capacity specification in annual timetabling and an uninterrupted ability for RUs to request train paths.
- Treat international train paths as a single cross-border capacity product, avoiding fragmentation across infrastructure managers and ensuring coordinated border operations.
- Strengthen applicant involvement throughout the EFCM process, with meaningful consultation opportunities and transparent decision-making in capacity model and capacity supply planning.
- Make Rolling Planning fit for operational and commercial needs, providing end-to-end planning certainty from origin to destination with customer-oriented use and conversions of capacity specifications.
- Deliver a complete and transparent process overview, with clearly defined timelines, responsibilities, deliverables and use cases, ensuring the active involvement of railway undertakings in its development and the consistent implementation of the processes agreed under the TTR programme.
