Working Groups

Forum Train Europe forms three working groups, each specialising in a dedicated topic: Planning, Operation and IT. The Working Groups bring together representatives from both the freight and passenger market. Their primary purpose is to analyse, discuss and propose European standards and best practices in the areas of capacity and traffic management.

FTE Working Group Planning (WG PLA)

A working group of experts in the train planning and production. It addresses processes and standards related to

  • long-term infrastructure development,
  • strategic planning phases (capacity strategy, capacity model, capacity supply plan),
  • possessions and work on railway infrastructure (Temporary Capacity Restrictions, TCRs),
  • capacity allocation,
  • changes to allocated capacity rights.

The position of the WG Planning passegner leader is curently vacant and will be subject to election.

FTE Working Group Operation (WG OPE)

A working group of experts in train operation and traffic management. The WG covers processes and standards related to:

  • daily traffic management,
  • disruption management, contingency planning and crisis management,
  • information exchange.

FTE Working Group IT (WG IT)

A working group of experts in railway IT systems and digitalisation. The WG covers processes and standards related to:

  • consolidated sector requirements for centralised platforms and tools (PCS, CPT, TIS and any other centralised platform impacting FTE members),
  • best practices in implementation of TSI Telematics, the Capacity Regulation and funding applications,
  • coordination of members' IT interests and representation in working groups beyond FTE.

Task Forces

The WGs may establish a temporary task force with a focus on a dedicated expert area or a project. The task forces gather interested members for whom a dedicated project is of high priority and who wish to actively contribute and prepare analysis, opinions and standards for or on behalf of the working groups.
